about us

    • SOURCEWELL

Sourcewell is a government-created service cooperative that runs a cooperative purchasing program allowing public agencies, schools, and nonprofits to access competitively solicited contracts for goods and services so they save time and money on procurement without having to run their own RFP/bid processes.

    • GORDIAN

Gordian’s Job Order Contracting (JOC) program is a construction procurement and project delivery method that lets organizations manage small capital improvements, park facilities, and time-sensitive public projects. Ranging from maintenance, repair, renovation, to straightforward construction projects through a single, competitively awarded contract. This speeds up procurement, improves cost transparency, and builds strong partnerships with local contractors.

    • DIVISION OF FACILITIES CONSTRUCTION AND MANAGEMENT (DFCM)

The Utah Division of Facilities Construction and Management oversees the planning, construction, maintenance, and real estate services for state-owned buildings, helping state agencies meet their facility needs by managing projects, leases, and ongoing building operations across Utah.

    • ASSOCIATED GENERAL CONTRACTORS OF UTAH (AGC)

The Associated General Contractors of Utah is a trade association that unites and advocates for the state’s commercial construction industry, providing networking, advocacy, workforce training, education, and business-support resources to help member firms grow and build safer, stronger projects across Utah.

  • APPROVED JOB ORDER CONTRACTOR

    • Job Order Contracting (JOC) is a construction delivery method designed for speed, flexibility, and cost control, especially for ongoing or unpredictable work. Instead of bidding each project separately, the owner establishes a long-term contract with a qualified contractor using pre-priced tasks from a standardized catalog. When a need arises, the owner issues a job order, and work can begin quickly.

EXPERTISE IN CITY, STATE, AND MUNICIPAL PROJECTS

    • Clear GC has extensive experience managing projects for city, state, and municipal construction divisions, specializing in both public works and civil utilities. Clear General Contractors demonstrates a strong understanding of regulatory requirements, permitting, and coordination with government agencies. This experience ensures projects are completed safely, efficiently, and to the highest standards of quality and compliance.

DIVISION OF FACILITIES CONSTRUCTION & MANAGEMENT

    • Approved by the Division of Facilities Construction and Management (DFCM)—a Utah state agency—to bid on and perform state-funded construction projects. Prequalification means the contractor has met DFCM’s standards for financial stability, experience, technical capability, safety record, and bonding capacity, ensuring they are capable of completing public projects successfully. Essentially, it’s a vetting process that lets the state know these contractors are reliable and qualified to work on government construction projects.

    LICENSURE

    • E100

    • B100

    BONDED & INSURED

    • Fully bonded and insured, providing financial security and assurance on all public and private projects

  • We are committed to eliminating unnecessary confusion, stress, and ambiguity from the construction process. Through integrity, respect, adaptability, creativity, and collaborative problem-solving, challenges are navigated to maintain clarity.
